Algirdas ?akalys holds an engineering degree and a doctorate in transport technology from Vilnius Gediminas Technical University (VGTU). He served as an advisor to the Prime Minister (2008-2012) and as a Vice Minister for transport and communication in the Government of Lithuania (1991-2000). At present, he is the head of the Competence Centre for Intermodal Transport and Logistics at VGTU. In 2016 he was appointed as Transport Policy Area Coordinator of the European Union Strategy for the Baltic Sea Region.
講座內容導引:East-West transport corridor in the Southern part of the Baltic Sea Region has a big potential to become a competitive branch of the Silk Road connecting China with Europe via the Baltic having a great impact on trade between the Baltic Sea Region and China. However, in order to achieve this goal, it is necessary to take new innovative intermodal and multimodal supply chain solutions based on the green transport technologies. The efficiency of multimodal interchanges, the attempts to organize nonstop transshipment, one document service, one-stop (Single Window) information system architecture, as well as the establishment of a coordination mechanism among the related nations and enterprises under the agreed common principles should be included in the revised agenda of cooperation between Chinese and European partners interested in the development of this transport link. A newly prepared Transport Action Plan of the European Union's Baltic Sea Region Strategy, as well as its provisions in developing transport connections with the third countries, is a very important instrument in implementing the above tasks.
