Emre Kol, Ph.D. is working as Assistant Professor of Labor Economics and Industrial Relations at Faculty of Economics and Administrative Sciences, Anadolu University, Turkey. His PhD was about Transformation of Health Care Services in Turkey. He has had his master of science degree from the Anadolu University. His master thesis was about Social Work Practices in Health Care Institutions Operating in Turkey. His research interests are welfare systems, long-term care, health policy and social work practices.

Health care services can be studied in relation to the welfare regime of the countries. Health and retirement expenditures create the important amount of total social policy expenditures. The social policy preferences in Turkey has been shaped under different conditions and in the recent years it has been transformed radically by the effects sourced by the European Union (EU) and other several developments occurred in the world. The idea that not only the individuals who are working in the formal sector, but also the other citizens to be taken under the umbrella of social policy came to the agenda of Turkey during the times when Justice and Development Party (AKP) is in power. The reform effort in the field of health is done under the “Health Transformation Project” and the main objectives of this project are providing effective and productive health care services which is ordered and financed equitable for every citizen. The purpose of this presentation is to highlight, compare and contrast the main objectives of the health transformation project which caused radical transformation of health policies in Turkey under the given recent developments both in Turkey and the world in terms of welfare regime.
