Abstract: Innovation is widely accepted as a key driver to facilitate economic growth and plays a crucial role to get and maintain competitive advantages at an organization, even a national level. Thus the importance of innovation capability is widely recognized but a continuing challenge for research and practice is how to enable the developing activities, especially in knowledge intensive business service (KIBS). In the literature, few studies have addressed the relationships among enable factors and to identify which factor(s) are most relevant for developing a firm’s service innovation capability with limited resources. This study pioneers using the decision-making trial and evaluation laboratory (DEMATEL) method with fuzzy logic to handle the important and causal relationships among enable factors of service innovation capability (SIC), ultimate to identify the decisive attributes for improving SIC. An empirical study from the knowledge intensive business service industry is illustrated to show the efficiency of the proposed method. The study results reveal that shares innovation strategies with employees, and employees are aware of targets, works closely with end users to develop new products and services, firm displays a high level of commitment to employee training and all employees participate in generating ideas are the decisive factors for SIC development. This study contributes a visual diagram to determine the main attribute for SIC developing with the consideration of limited resources in the Taiwanese KIBS industry. The results of the study can also provide a guideline for government agencies to reexamine their KIBS related policies, strategies, and implementation procedures.
